I don't think that's a good idea since the CFW is basically the reason why it can run properly with the region change.
Why do you want to remove A9LH?

You will essentially brick without cfw with a region changed console

It depends on how the region was changed

If the SecureInfo was manually edited, it won't start without a CFW that patches the SecureInfo verification

If it was taken from a real console of that region, and signed critical system titles of that region are installed, it will work fine without

This is correct. The new method of region changing based on the bible doesn't have to change the secureinfo anymore so I'm not 100% sure if we can now remove the cfw on a region changed 3ds. I haven't tested it yet since I've sold my hardmodded 3ds. Maybe I'll wait for ntrboothax before tesing this one out.
