I have a New 3DS XL with firmware 11.5, is it currently possible to get Homebrew onto my system? If not, does anybody know if there is a hack currently in development for 11.5?

Thanks

It's currently possible to get homebrew on 11.5. 11.5 didn't add any new measures to stop homebrew from working nor did it add anything like a NATIVE_FIRM update.
It's actually a super tame update, very similar to the ones from 10.3 - 10.7

That's good to know. Would you happen to know what the best method currently available is? Or where I could find a tutorial for my version?

Well this really depends on what you are looking for.
Are you looking for basic homebrew like the homebrew launcher itself or something like a CFW?

I want to be able to access the homebrew launcher. Not interested in CFW really.
Do you know the difference? Most people don't. Like hbl has no piracy, less access, slower emulators etc., But if that's fine then do whatever.

I want emulators, yes. I'm trying very hard to find a way to do this on 11.5 new 3ds, but most things I'm seeing require games that aren't available anymore, or a friend with a hacked 3ds already.

Here's what the entire list boils down to:
You need either:
1. A Linux computer that can wifi beacon
2. A freakyforms cartridge
3. Cubic ninja
4. Oot3d and a powersaves
5. A second modded 3ds (I would say what games you could use with this, but if you have a second 3ds, you might as well get cfw)
These are your only options. Nothing else.

What are you having trouble with...? If you need help, this video seems pretty useful:

Yanno. ever since 11.4 hit. I've seen alot of these threads where tons of problems have arisen with trying to get OOTHax to work. Not sure what the issue at hand is for why its been not working as should.

What is the method for #1? I have an old Dell laptop with Ubuntu linux, and a new 3DS XL with firmware v.11.5.0-38U. I have no experience in modding a 3DS, yet.
