Take Two (the Publisher of GTA) has send a Cease and Desist notice to OpenIV, one of the most popular modding tools out there. Rather than fighting the claim, they decided to take down their work. Users of OpenIV now get a message on-screen telling them to uninstall OpenIV to prevent risk of legal action.
Personally I think this is rather stupid, and the takedown may even be unjust as far as the law is concerned. Modding tools don't distribute copyrighted files, so as a result they should be in the clear. Even the 'we hate cheaters' sentiment doesn't hold up, as OpenIV doesn't even modify GTA Online.

Amended update: OpenIV has been restored to the status quo, everyone can move on and bury the hatchet.
Kotaku said:The creators of Open IV, one of the most popular modding tools for GTA V, are shutting their services down. They claim they have received a cease and desist from Take-Two Interactive after nearly 10 years of operation. The news comes as a shock to the PC Grand Theft Auto community, who use OpenIV to add thousands of mods into GTA V.
