they are tools to be able to create a cia (icon, banner, etc ...) and I want to know how it is done to execute it and that the .cia is created

Is it a homebrew project? And which one? If so, you may just need to type "make cia" in the project folder. If that doesn't work, you'll have to edit the makefile. Either there is a part in the makefile that you can edit to enable cia building or you can copy the cia part of the makefile from any homebrew project that has it in the makefile.
