What's the data folder? I know this might seem like a stupid question but I'm new to this haha. Do I need to make a romfs?

What program did you use to extract the contents from the romfs?

You need to use the Romfs extractor by SciresM and the Romfs builder from the same person, as this was made specifically for Fire Emblem games, because they contain files with Japanese characters.

I'm trying to use what seems like SciresM's tool (only found the thread for the builder) but it says it's not a valid romfs binary. Following Asia's dumping/decrypting faq, I can get both a decrypted .3ds file and a .cxi file. They can be extracted with Asia81's packhack program, but as you said, it's all gibberish for Japanese character files.

How would I go about extracting if all .3ds / .cxi are the two formats I can get my romfs in?

I don't know how decrypting/rebuilding CIAs work, but it should give you a romfs file, something like DecryptedRomFS.bin? This is the romfs that you extract/rebuild with SciresM's tool.
 
If you're using NTR CFW, then place the GameData.bin.lz at X:/00040000000a0500/data/ where X is your SD card.

I tried doing your instructions, and it didn't work, game played fine but no infinite weapon usage. I tried it At X (The base of the sdcard) and in the plugins folder for ntrcfw. What am I doing wrong?

You also need the LayeredFS plugin for NTR. Put this file at X:/plugin/00040000000a0500/ in addition to the GameData.bin.lz at X:/00040000000a0500/data/. The top screen should briefly flash green while the "Nintendo 3DS" logo is displayed, signifying that the plugin has been loaded. Also do make sure you've run the NTR CIA after booting into your CFW of choice.

I used the Item Editor to make my own edits, i did as it said on the (very short) instructions and used the GameData.bin included, what else do i have to do?
 
Would it be possible to have this hack installed alongside vanilla Awakening somehow? Because I'm normally prompted to uninstall whatever other version of the same game I have before I can have the icon of the installed hack on my cfw.
 
Is anyone able to send me a step by step instruction comment for HANS. I have HANS on homebrew but I don't know how to put the hack into HANS
