There's no telling how long the devs need to fix the bugs. If it is indeed a Luma3DS issue, find the Luma3DS thread in the Flashcards section and post about your issue there and tag Aurora Wright by putting the @ symbol before their name.
Ok cool, I made a post there as well. Its kind of bizarre, though, I haven't read of anyone else having this specific problem.
My 2 cents is that it could be because you're on 11.0. I don't think many people are on older firmware. I know there are some on 11.2 because of Brickway. Since NTR streaming and homebrew works on 11.4, there's no real reason to be on older firmware for most people. But there's also no reason to update other than online play since Nintendo really hasn't added anything to their firmware since 9.6.
Hm, yeah ok I think I'll try updating, it keeps failing, but I haven't looked all that much into it tbh.
Sounds like your system has other issues that might be contributing to your problems.
It's possible, but I doubt it, because everything else is working except the freeshop. There is even a part in the 3ds.guide where it says what to do if your system won't upgrade, I just haven't looked into it much.
My guess would be frankenfirmware or modified home menu. I never had issues updating any console. Maybe someone else more knowledgeable about the issue can help.

I remember being one of the main people that discovered having a modified home menu prevents updates from completing successfully, before it became common knowledge.
