Not to sound crazy. But did you try setting your max users to 15, and then setting the gamepad to 15, then the other controller to 0? I only ask as that is the way it was being explained.
I did, but gc controller being hid doesn't appear on index 0.

Yes, I've tried that (and every other possible permutation) and can still only control the menu with whatever controller is assigned to P1. Multiple remotes DO work once in game, though.

I'm tempted to start looking into the code to see if I can track down the issue. Is there anyone still on an older build (i.e. 1.4) that can confirm multiple controllers working in the menu? I remember it working correctly previously, but I'm not 100% certain.

Not that I want recompile anything, just curious about the other cores Neopop for example.

does anyone know how to get save states working on snes9x 2010? i made a separate saves folder in the wiiu folder in my sd, but that doesn't seem to work

Why you using snes 9x 2010?? Snes9x is much better than the 2010 version.
 
Very, never had a single crash on Snes9x 1.54 (it says "1.53" but the internal info was never updated, it's 1.54 which is better).
is there any extra steps i have to do to use save states or do i just put the roms in a roms folder and i'm good to go.

also i noticed that many people have a retroarch folder. what do i put in that?

Your saves/savestates, etc. Nothing specials needs to be done.
