I have read rumors that after being banned from certain 3DS online functions, people cannot install CIAs. I am one of said banned individuals, and when I try to use FBI to install CIAs, the icons & the install options are absent.

When using devmenu, it calls the CIA "invalid."

Those that have been banned, have you experienced similar problems?

That seems to be a false rumor, you can always install CIAs. You can even install them when you are offline, so it doesn't make sense.

Which CIAs are you trying to install?

A couple of CIAs from that ISO site, the CIA for the new fidget spinner, and BigBlueMenu.

Have you tried using any of the forbidden apps in order to download/install CIAs?

The cause for this is definitely not the banwave, because I can still install CIAs on my second console

That sounds interesting...I'm on a lower firmware but don't feel like updating to find out if I've been banned/can still install CIAs...Anyone else also experiencing this?
You can try using ctr-httpwn afaik
