I have full access to client and server PCs.

How do I get the proper permission? (see screenshot)

Make sure the user you're connecting to the share with has R/W permissions, then grant R/W permissions to the files (can be done from the properties, but you may need to take ownership of the files first)

Of course you can use some mdf tool for this.

But if this is SQL Server 2005 or 2008, I believe the installer sets permissions on the data directory so that only the account under which the SQL Server service is running has access. In addition, the built-in Administrators group is no longer a member of the sysadmin role in SQL Server by default. During installation the installer prompts for credentials to be assigned administrative privileges for the SQL Server instance. If the account you're currently using wasn't included during installation, you'll have to login using the SA account (if mixed mode is enabled), or another account that has admin rights.
