my 3ds can't even boot in

Don't EVER follow YouTube tutorials.
Redownload the latest version of Luma3DS and place it on the root of your SD Card renamed to "arm9payload.bin" (without the quotes). The thread clearly tells you to do this.

Actually, "arm9payload.bin" should be placed in a folder called "anim" on the SD root, unless something changed.

First, don't follow youtube guides, they are always out of date and if it told you to delete the "arm9loaderhax.bin" then it's also wrong.
You need to actually rename arm9loaderhax.bin from your CFW to arm9payload.bin and place that into the "anim" folder
Also rename the arm9loaderhax.bin from bootanime to "arm9loaderhax_si.bin"

okay im confused do we use our arm9 or the arm9 in the folder then rename arm9loaderhax to arm9payload then place it into anim

Keep arm9loaderhax_si.bin at the root of your SD Card. This is the BootAnim9 payload.
Donwload Luma3DS, rename it to arm9payload.bin, and move it to the /anim folder on your SD Card.
