i downgraded it to 2.1 e but i cant have the internet on because i didnt had internet bevore the installation
and i dont have this internet thing can i only recover it with hardmode?

no, you have to use New Game+ instead.

jokes aside, I don't think it's dangerous to enter System Settings and add a connection. even self-hosting should work.
don't quote me on that, though.

Taken from 3ds.guide:

If you downgrade to 2.1.0 on a 2DS or New 3DS and leave Wireless Communication off, you can re-enable the wireless by removing the battery and unplugging the charger for several seconds then booting back up.
