I've CFW'd a 3DS recently with A9LH and LumaCFW and have been wondering this too. I already have many of the apps you mentioned including that one app which shall not be named.

Where did u get that? Care to share a link of it please?

Where did I get what? Oh, the font tool.. That's a really good question. I had to search the ends of the Earth to find a .CIA for that. I got it from some Chinese warez site a long time ago.

Basically I use it to force Korean/Japanese fonts on my US 3DS.

Interesting. So it doesn't change language, just the font, right?

If you change your system font to say Korean on a US 3DS, the kanji will not show up like it should. It will look like blocks etc. If you change your language to Korean in a game you want to play, they will show up as "??????" on a US 3DS. This program forces the characters to show the correct way.

3ds font editor? I'd like that!
Not really a font editor, more like a forced display of fonts that normally can't be due to region locks.

PKSM is awesome for Pokefans.

For O3DS users I recommend installing wireless file transfer system from N3DS. It crashes when exiting, but works flawlessly otherwise. No more having to gank SD card out. Just connect to homegroup over network and now you can dump savedata.bin files to sd and open them in PKHex from network locations.

NTR Selector is also nice. JKSM. FreeShop is a must. So is FBI. Otherwise... yeah. Enjoy...

Some emulators maybe? You don't seem to have any.
I just found a homebrew browser called 'Homebr3w'
It provides a list of homebrew apps for you to download from a repository.

Hope this helps you find some homebrew apps.
I've been testing it on my 3DS just now it works great :yay3ds:
FBI's TitleDB does the exact same thing.
