ROM Hack Help with Wii U USB Helper to 3ds

I'm not sure i'm posting this in the right selection but hopefully someone can give me a hand if they know anything

I recently modded my Wii U and this tool "Wii U USB Install" is what you use to download games to be installed onto the Wii U. i'm not sure i can post a link to it so i'm not going to but its an easy google search away

Anyways, the tool also includes a way to download 3ds games, but they aren't in .cia or .3ds so i don't know how to install them. it comes in a folder with; .app (two of them), .tik, and .tmd.

if anyone has any info in getting these games onto a 3ds it will be most great full. My 3ds is running off a CFW btw.

USB Helper has the same amount since they both use the titlekey site.

True, freeshop should use more than one source for their titlekeys.

I took a look into freeshop and it looks pretty cool. Probably better if anything.
Does it become a hassle updating the titlekeys File?

No, it does it automatically. It uses the same site as USB Helper. The site itself has a QR code you can scan with freeShop. It'll take care of the rest.

There is also an option to pack/unpack in USB helper, which will turn 3DS dl into CIA.

After downloading just right click the title under "downloads" in USB helper and select pack/unpack. Then it will ask you where to save the CIA.

But is there a way of repacking the files downloaded from WiiU helper to *.3ds? My nephew has a sky3ds card and this requires *.3ds files?
