I have a N3DS XL running CFW with a 32GB microSD. I made sure that I formatted the SD card before I used it and that it was formatted to FAT32. I only installed a few small games, but I am already out of space.

As shown in these pictures, I have only 2460 blocks open. After adding up all those numbers, it seems that the total amount of blocks that I have is 11,380 (including the amount that is free). I thought 32 GB sd cards go up to 240,000 to 250,000 blocks right? Did I not format it correctly or something?

Maybe there are some big files on your sd or you have a fake sd.
Definitely don't think it's fake because I'm pretty sure it's samsung. I will plug my SD into my computer and see how much it says I have.

Test ur SD card using h2testw, its a program that verifies the amount of storage it actually has vs what it says it has

EDIT: backup all files first, then format to FAT32 and then test it
Do I have to format something with a different cluster size? Should I select a cluster size or leave it at default?

I left mine at default, I had a micro sdhc 32GB card (class 10)
I found the fix. I will post it here for anyone else experiencing the same problem.

I plugged my microSD into my PC and I was shocked to see that in the file explorer, the card only had a maximum capacity of 2.79GB even though it said it was a 32GB card SanDisk on it. I though I had bought a fake card, but then I tried wiping the card completely and allocating a new primary partition on it.

First, backup all files on the SD card.

Then, run the command prompt (CMD) as Administrator, then typing "diskpart".

Next I did "list disk" to list all of the disks on my PC. I then did "select disk #" (replace the "#" with the number of your SD card)

I then typed "clean"

Next, I typed "format fs=fat32 quick"

Finally, after it was done, I typed "assign" to assign it a drive letter.

After I did this, It now shows 29.9GB free on my SD card. After this, just restore the files you backed up and you are good to go.
