I'm thinking of getting a new 3DS to replace my current one. I want to keep the SD card from my current one but it has A9LH on it and I don't have a Pre-A9LH NAND backup (oops.) so I want to know if/how I can successfully transfer everything onto another SD card, so I can use my 32gb one in the new 3DS while allowing the other DS to function correctly by having all the correct things on the other SD card.

so, this is what i understood.
you will buy a new console, and you don't want to get a new micro sd card for that new console and want to use another smaller card on the old console

if you DON'T have emunand, the only thing you have to do is move all the files from one sd card to the other
the only files that are required are theese ones:
687474703a2f2f692e696d6775722e636f6d2f4b6b6836706f462e706e67

the Nintendo 3DS folder has the 3ds stuff like your installed games, your saved games, themes, everything related to the oficial firmware. if you make a system transfer that folder will be moved to the new console, if you delete it, the console will boot but you will basically have a almost clean console.
the 3ds folder is not actually needed, it's the homebrew launcher files and stuff
the files named "slot0?????" are the apps that load when you boot the console with certain keys, for example, L+X will launch uncart which is the slot0x25KeyX.bin file

IF YOU HAVE EMUNAND and want to keep it, it's a bit more complicated

you just have to move the files then, choose what to keep to make things easier i suggest to go into data management and delete lots of games so you have enough space to move everything to the smaller sd card

will you do a system transfer?

Does this mean that I can perform a system transfer from my CFW 3ds to a new OFW 3ds?
If so, will the new target system have CFW?

You need to setup a CFW on the new system before doing the answer. Otherwise you will basically loose your CFW in that transfer.
A system transfer really only sends the files and settings. Stuff like A9LH are too deep in the system to be transfered.

Thanks for the reply. But I have another question, if I'm on 11.3 and I have a nand dump on 11.2, can I reinstall that nand to revert back to 11.2?

If you have A9LH, you should be able to restore a previous NAND backup without hassle. But I really don't know the nature of this update. It seems like they really out did themselves on this.
I suggest asking on this thread to see if anyone has done this yet

Yea, as usual the nfirms and thus a9lh is safe on update. So you won't loose access to hg9.bin and hg9 will work just as before

Yes, I have a pre a9lh nand dump. Will this also get rid of luma3ds?
Luma is just SD://arm9loaderhax.bin and CTRNAND://arm9loaderhax.bin if you copied one there with gm9/fbi

Edit. The nand restore will remove the ctrnand one

If I were to reinstall my nand backup, would I use hourglass9 or something else?
