We try to solve your problem, if you keep nagging us about "it just gives me the error", we really can't help you.

A9hl boots before any Nand!
If you get this error, you already are in your sysnand, and skipped A9hl.
You need to hold the button combo before/while turning on your 3DS system because the reponse time is very fast.
It's clearly that you do things without knowing what you do. Even when you hit start at that moment, you wouldn't get that.

Like we told you before, use the guide.
Your last resort (however it's not needed when you do everything correctly and followed the guide)
will be to do a system recovery by turning on the Nintendo 3DS while holding A+R+L+Up(DPad).
After doing the recovery/"Update" your system would be on 11.2. Just start over again.
And this time read the guide. REMOVE ANY OTP.bin file on the sd card before starting!

This only works for the O3DS-systems! Never do this on a N3DS.
This would result to an insta-brick.

Doing a recovery mode update on a new 3ds on 2.1 is an insta-brick.

Hold Start, then turn on the N3DS if you have any payloads in microsd/luma/payloads/start_Decrypt9WIP.bin

I also won't recommend a recovery update on your n3ds as it will brick. Try booting Decrypt9WIP. MicroSD is the root by the way.

Wait, have we confirmed that (a) he has a payload on his SD card, and (b) that he's tried booting while pressing the Decrypt9 Button.

Can you please tell us what you have in your "/luma/payloads" folder on your SD card?

If you hold A+R+L+Up(DPad), does anything happen? IF IT SAYS YOU CAN UPDATE, DO NOT DO IT!!!!
It's alright, if anything shows up you have a chance at recovery, if nothing shows up you've bricked. Either way, its worth a try.
ok it turned on, and the wireless communication is on, but not much shows up.

You have payload 1 and 2 .bins and .sha in your "/luma/payloads" folder? Are you sure you aren't talking about your "/files9" folder?

Please place "start_Decrypt9.bin" into "/luma/payloads/". NOT IN "/files9". And then turn on 3DS WHILE HOLDING Start.

yeah, i have the payloads in payloads
