Can i use this with arm9?

Technically not, this is a userland homebrew. ARM9 is the architecture of a CPU. A9LH, on the other hand, works fine with this.

Wooops, by "a9lh", i meant to say... that it's impossible to launch it from a9lh (so the arm9loaderhax.bin) because the home menu is not fully loaded.
Yep, you can use chmm2 with a cfw (booted with the homebrew launcher or a9lh) or an ofw (with the homebrew launcher).

Yeah, they usually mean a 3DS running CFW through A9LH.

It used to work. It's not working now as the server part changed and Rinnegatamante pretty much left the 3DS scene.

Edit: nvm it was from a theme corrupting while copying to my sd

I added some themes but when I installed it and press start to exit nothing happens. And eventually I shut down my 3DS and turned it back on and it was themes with a theme I tried to install is that normal

You need CFW to use the CIA, though. Keep that in mind.
