you need a 3ds with a9lh or a 9.2 firmware. you can't use the files stored on the sd card because those are console encrypted.

To dump cartridges, use Decrypt9. For installed titles, use braindump

Ok and how can I convert the .cxi to .cia ?

I think the cxi contains banner data, so you could extract it then combine it. I'll look up the name of the tool

Seems braindump will not get the correct exheader, so it couldn't be installed onto a 3DS.

what you want to do is dump your tickets so you can download the games with funkycia or ciangel
use decrypt9 for that

A9LH, which you have already said you had. You just need the payload if you don't have it already

there is a ticket dump option under ticket/title keys on decrypt9. you need to be on a 9.2 firmware or have a9lh.

Decrypt9 can do this easily.

From an older version, like 4 versions ago.

"New SD content ->CIA converter - you can now convert installed content back to CIA!"

And the latest version will even let you dump it decrypted.
