Homebrew PKHex/Windows vista problem

I'm having issues with PK hex (nightly compiles) first off i use a Program called AIO runtimes to install stuff like .net frameworks anyways i installe .net 4.6.2 on it but when i try to open up PK hex it says in an error box ".net framework 4 is not installed" anyone knows how to fix this issue?
 
I know this doesn't address the question, but why are you still using Windows Vista? It's going to stop receiving security updates in a few months, and Google Chrome dropped support for it a year ago.

cause i need the lower OS to run games (lower system requirements my computer is crap and no $$$ to buy a new one (it runs a P4 for god sakes)

Windows 7 is lighter on resources than Windows Vista, and Windows 10 is only marginally heavier on resources than Windows Vista.

.Net 4.0 is different than .Net 4.6.X, so you'll need to install .Net 4.0

They can safely exist on the same computer.

This ^^, but PKHeX should still work on XP, too. Download it from MS website.
