So if Nintendo forgot VirtualBoy, and are therefore doomed to repeat it, does that mean they will release a new VirtualBoy?

No, it doesn't work like that.

The rest of this post is just off-topic, so...

Remember the Game Theory video "The Wii U is the new Virtual Boy"? That was where I got the quote from. Because the video mentioned that the Wii U failed for the same reasons the Virtual Boy did, while also showing how close the Wii U's reception was to the Virtual Boy. It also mentions that Nintendo has forgotten about the VB in general, showing footage of a 404 error upon accessing the Virtual Boy page on Nintendo's official Help & Support site.
