Hacking Install a game with its titlekey?

Can we install a title (game) with FBI or freeshop or any other tool with only the decrypted title key of that title?

There is a game I want to install but I can't find the QR code of that game to install with FBI

As far as I know, you need an encrypted tittlekey.

This thing can install stuff if you enter the key.

You can encrypt a decrypted title key with decrypt9 (and then generate a tik file to install with FBI (http://www.cpokemon.com/labs/tik/index.php)), or install it with ciangel.
