Why are you launching RX Tools???
I assumed (and everyone who is replying to this) that you're going for A9LH.
Or at least to downgrade to 9.2.

The page I linked you above as it all for you to downgrade to 9.2 and there's nowhere there that tells you to launch RX tools.

I downgraded to 9.2 just fine and installed Homebrew Launcher. I am now wanting to add CFW to add cias and such.

I am here in the guide "Copy the 2.1.0 .bin and .bin.sha" but i see no .bin.sha anywhere with the downloaded content and a little confused on what decrypt9 is

You should go back and read better the part 1:

What you need

• The Homebrew Starter Kit
• The latest release of Decrypt9WIP
• An internet connection setup on your 3DS

Instructions

1. Copy the contents of the starter.zip to the root of your SD card, then put the SD card back into your 3DS
2. Create a folder named files9 on the root of your SD card if it does not already exist
3. Copy the Decrypt9WIP folder from the Decrypt9WIP zip to /3ds/ on your SD card

Then on step 22:

1. Open Decrypt9WIP (This can sometimes take a few tries)
   
   • If you cannot launch Decrypt9WIP after many tries, you most likely have a partial downgrade and should refer to the 9.2.0 Downgrade page
2. Go to "SysNAND Options", then "SysNAND Backup/Restore"
3. Perform a "NAND Backup (min size)" and backup your NAND to NANDmin.bin
4. Return to the Main Menu

After this, go to the part 2 if your console is a Old 3DS:

I am on 9.2 so need to go through the downgrade process. I just want to get the easiest CFW on this thing. This guide is pretty confusing. I am trying to do the second part but I am stuck on the very first part where it says "Copy the 2.1.0 .bin and .bin.sha from the ctrtransfer zip to the /files9/ folder on your SD card". I do not see .bin.sha anywhere in the file. Another question is why are the files Torrent files? So, I guess is there maybe a different way?

This guide is the easiest and safest way to install cfw.
Which region did you use?
Torrents because some of the files is illegal.

did that as well! rxtools cfw was so much easier than this lol. i have a 3ds xl and a 2ds running rxtools with coldboot. mush easier to bad the guy quit

Rxtools coldboot can brick your 3ds. (I bricked my friends setting it up)
