CFW can boot 2.1 provided you force that CFW to to use a 2.x FIRM when they do a firm launch. Old versions of Luma/Cakes can boot a FIRM you give it I believe. It's been a while since I did this but booting 2.1 with CFW is possible. You just can't boot a 2.1 emunand with CFW. 
Though the firm protection code of newer CFW like Luma may not work on 2.x firm. I wouldn't recommend doing a system update from official means like game/system settings as that may break your A9HL install if you decided to install A9HL while still on 2.1.
But yeah generally it's better to just update to 9.2 and then install it.
