I set up homemenuhax to auto boot into the boot.3dsx file unless R is pressed. Is there a way to set it so it autoboots into boot.3dsx if nothing is pressed, boot into rxTools if L is pressed, and boot into nothing if R is pressed?

Not directly, no.
But with CtrBootManager, set L to rxTools, automatic to hb menu, then just hold L after menuhax loads.

I believe 11.0 menuhax does that. Restart the console.

Actually its a pony... and i removed menuhax cuz it caused too many problems.. i also tried launching luma3ds but it went to a black screen and did nothing every time

That's because you don't have A9LH or an EmuNAND.

You can uses a secondary 3DS as well if it's already hacked.
