1) 3DS carts? You mean the actual 3DS game carts themselves? If so, then yes.
2) Yes you will be able to access the eShop.
3) I don't know about the downloaded games.
4) Yes you will be able to play online with any game cart.
5) Yes you can buy themes from the theme shop without any issues.

You can't merge the content into one (unless the 2DS has no NNID). You can however format the system after hacking it and sign back into the old NNID, and redownload the games. You should also backup any save games before starting so you can restore them later. If you want to keep FieldRunners you can transfer back to the a9lh console (if it is an old 3DS or 2DS)I have 3 systems
1. System I do not want to hack that has purchased content
2. A9LH system that has no NNID or anything purchased
3. A 2DS on the latest firmware with a couple of purchased games
I am wondering in order to install the hack on the 2DS will I have to lose those purchased games? It seems system transfer overwrites one system and leaves the other formatted, is there no way to merge the contents of two systems on to one?
I am thinking I have to format the 2DS and lose stuff in order to install the a9lh but I thought I would ask. Also is NNID required for either the system transfer or the purchase of field runners?

I don't see a difference between a 9.2 2ds and a 9.9 2ds in terms of speed. Besides, downgrading is, at this point, 98.9% safe. If you don't want to downgrade, then what is the point of being at 9.9?That's possible on 9.9? If possible I don't want to downgrade as my 2DS gained speed when I upgraded over 9.2 with ninjhax 1.x
You can't even launch Decrypt9 on 11.0 so you can't do that. Also I think that NAND backups are console specific, I could be wrong though.I just thought of something. Isn't it possible to downgrade from 11.0.0-33 using Decrypt9 if I have a 3DS with an older FW and make a backup of that with Decrypt9, and then restore that on the 3DS with 11.0.0-33?
