I remember reading on gbatemp, that there was this app that would let you launch games without installing and waiting that awfully long time for them to install. really appreciated if someone could help me find it.

Doesn't exist, only .3ds loading requires you not to install and that requires a flashcart.
With ciangel/freeshop it takes less time to install a game directly to the 3ds than to download a .3ds file and transfer to memory card tho. Try one of those

oh okay, i could of sworn somebody made it, or even faked it and made a thread. well whatever, can a mod lock this then before it gets out of hand.
