Hacking Can't install CIA on 11.0 EMUnand/9.2 Sys Nand [Luma CFW]

Finally got cfw set up on my n3ds, problem is, I have no way of installing CIAs, or I'm doing something wrong. When I open FBI in the homebrew launcher, and try to install a cia, it fails. Should I be doing this through EMUnand? If so, how? My EMUnand is updated to 11.0.0, And cubic ninja was patched in 11.0.0.
Also, how do I inject FBI into Health & Safety?

1) You need to install CIAs to your emuNAND. Do not do anything with your sysNAND.
2) Follow Section II of this guide to inject FBI into H&S.
