1) The region locking is removed automatically
2) Launch it via menuhax or the homebrew launcher
3) NEVER update sysNAND past 9.2. Don't do it. No CFWs support booting on 11.0, and if you want to get back on cfw, you'll need a hardmod.
The only time you would ever update sysNAND past 9.2 is if you have arm9loaderhax installed.

1) Luma3DS supports 11.0 EmuNAND
2) One you've updated sysNAND to 9.2, I would recommend booting into the homebrew launcher and installing menuhax.
3) It is not required, but I really, really, recommend it*

*Unless of course you're planning to install a9lh, then you'll only need the emunand for an hour or so.

Btw making a cia regionfree means having to dump it / decrypt it (dump&decrypt if installed already, decrypt if you have the .cia). Dump with braindump or decrypt with decrypt9WIP. Once that is done you can extract the romfs, exefs and exheader, rebuild those as a .3ds with 3DSBuilder and when using Simple 3DS to CIA Converter they are automatically made regionfree or when using ihaveamac's 3dsconv python script it is one of the arguments you can give it.

What you need to do is

• Inject FBI to sysNAND H&S if not done so already
• Run rxTools sysNAND
• Check that it works
• Download PlaiSysUpdater (Google it)
• Grab an o3ds 9.2 region specific update package from https://github.com/Plailect/Guide/wiki/Part-2-(9.2.0-Downgrade)
  
• Put the updates folder from that update package in the root of your sd card
  
• Put PlaiSysUpdater.cia in the root of your sd card
• Run rxTools sysNAND
• Install PlaiSysUpdater.cia to sysNAND using injected FBI
• Run PlaiSysUpdater
• Update sysNAND to 9.2

IMPORTANT: Make sure you grab an OLD 3DS Update Package from YOUR REGION, or you will brick.

If you feel so inclined. I believe there's a variant of that guide that uses rxTools 3.0, but it ultimately doesn't matter.

Your 3ds will be fine, so long as you follow the guide exactly (but that goes without saying).

Well, to install Luma3DS, you'll need to follow this: https://github.com/AuroraWright/Luma3DS/wiki/Installation-and-Upgrade
As for setting up emuNAND, the easiest way would be to get access to the HBL, and before installing menuhax, run emuNAND9 (here's a link: https://github.com/d0k3/EmuNAND9/releases) and create an emuNAND with it. If you need any help with that, I'll try, but I don't have my 3ds with me at the moment, so I'll be giving blind guidance. ¯\_(ツ)_/¯

EDIT: If you already have an emuNAND, there's no need to setup another one!
