Homebrew Arm11.bin loading error

I have just found my old 3ds, turned it on and it's firmware is 2.1.0-3U
Just tried to load arm11.bin to get OTP file, but the bottom screen write "arm11.bin loading" and i couldn't load OTP helper. I tried so many time, clear history and cookie, use another SD,... but it's not working.
Anyone know about this stupid error? Or 2.1.0-3U fw couldn't get OTP file, only 2.1.0-4 fw could?

Do you have the .bin files on your sd card?

Reformat the sd card.

Make sure your replacing the older ones with the correct files from from the OTPHelper zip if it asks to replace them say yes and try again.

I lied dont mind me its 9am you need them from SafeA9LHInstaller.zip

1. Open the browser, then open the browser settings
   1. Scroll to the bottom and Initialize Savedata (it also may be called Clear All Save Data)
   2. Try the exploit again

what happens when you enter the address? Does your home wifi work with other devices? Also double check you have every file you need from step 5.

It could be a few things the SD card is faulty and the system cant find arm11.bin, arm11.bin is corrupt somehow so I would move over all the files you need again, or 2xrsa is down for some reason.
