Hold SELECT+power, to turn on device into LUMA settings.

Make sure your settings match this:

1. Use the A button and the D-Pad to turn on the following:
   • "Autoboot SysNAND"
   • "SysNAND is updated"
   • "Force A9LH detection"
   • "Show current NAND in System Settings"
   • "Show GBA boot screen in patched AGB_FIRM"
2. If you are using a New 3DS, you should also enable the following:
   • Toggle "New 3DS CPU" to "Clock+L2(x)" for improved game performance

I suspect maybe autoboot sysnand was not selected.

Format the new card to Fat32,
copy all files and folders from old card to new card

1. Go through initial setup without linking your Nintendo Network ID, you want it to remain linked only to RedNAND to prevent issues
