Do you have a backup of the NAND prior to the region change? Just restore it and start from there.

According to the guide, all you should need is to have your SecureInfo_A be the same for RedNAND and SysNAND, not that it has to be what it originally was. Since you bought the unit as is, just make a RedNAND and you should be good to go.
I don't often say follow the advice of people with only one post, but this guy is totally right

This is true, also it has to be a valid SecureInfo_A file from another console, not one that was just hex edited to edit the region because that breaks the signature and would brick sysNAND without A9LH already installed. Not an issue in this case, since his sysNAND is clearly working fine.

That would be a good idea. You can use FBI to do it following the instructions from Plailect's guide:
Launch the FBI
Navigate to the "Titles" menu
Scroll past the green titles until you see the red ones begin. These are system titles installed to the internal flash memory of your device, not to the SD card. Many, but not all, of these red system titles will have a "Product Code" on the top screen.

Any red system title that either does not have a Product Code, or has the Product Code "CTR-P-CTAP" should be ignored for the following instructions!

Look at the following list and determine the letter that corresponds to your PREVIOUS device region. This should be the one from BEFORE the region change.

  • "E" : USA
  • "J" : JPN
  • "P" : EUR
Use the FBI title menu to delete any title whose product code ends in the letter corresponding to your previous device region. This will remove leftover system programs designed for your previous region which will cause issues if left installed.

Remember that any red system title that either does not have a Product Code, or has the Product Code "CTR-P-CTAP" (even though it ends in "P") should be ignored!
