Hacking New 3DS CFW Help?

So, here's my issue:
I have a New 3DS, and anytime I try and boot into a CFW, whether it be Luma3DS or Reinand, it always links to sysnand.
I've tried formatting it with TinyFormat.
But nope, doesn't work.
I really need help here, as I don't want to risk installing A9LH, and I would just prefer a normal CFW.

If not, is the .dat file present on the root?

Yes, for both CFWs I've tried, I do have the .dats on the root.
It boots into the CFWs, but always in Sysnand mode.
As I've stated, I do NOT have A9LH

I'm not sure what you mean by "create", but for Luma3DS, I booted into it, set the settings, and booted into it.
Reinand, I just launched it.

Have you even created an emunand with emunand9?
If not, it's normal it's booting to sysnand, because there is no emunand
