what? HBC is an abbreviation for The Homebrew Channel, however we're not hacking a Wii here, we're hacking a 3DS. We refer to the main homebrew loader for the 3DS as The Homebrew Launcher, or HBL for short.

i dont know what rom hacking is

The art of modifying a ROM/ISO's internal files to affect the game's behaviour/appearance. (for example model swapping, code editing, and custom music are all types of ROM hacking, because you are making changes to the game's perfectly clean and untouched files.)
