That is out of date. You can do it without compiling anything. Look up SafeA9LHInstaller.

It's still not a good idea to use a video guide whether you're fine afterwards or not as video guides get outdated very fast. Plailect's guide is frequently updated to make things easier.

Do you have it in the right place? It has to be in thea9lh folder. Do yourself a favour and read Plailect's guide: https://github.com/Plailect/Guide/wiki/. If you don't, you're really asking to brick your console.

NEVER EVER follow a YouTube guide to hack your 3ds. It's really outaded risky and hard.
Use instead plailect's guide, which is safer, more noob friendly and updated

Use SafeA9LHInstaller for installing arm9loaderhax. Files needed to run this (stage1, firm, etc) can be found at Plailect's guide. Make sure you have downgraded to 2.1 to obtain your OTP because... *EACH* 3DS HAS IT'S VERY OWN OTP KEY
