Homebrew Need help on cia installer , I'm desperate

I really need help on my 3ds. So i already upgraded my cfw to rx-e 11.0 but decided to format system memory because i want to give it to my cousin and i want it to feel brand new. But after the formatting, the cia installer is gone(I'm using title manager) . Is there any way that i can get back any cia installer on my 3ds?

The Rxtools, emunand is still working anyway
 
I already saw the post , but i'm still struggling to understand it. How do you dump the hs.app? and how to run the decrypt9 thing?

From the 9.2 sysnand, use the *hax entrypoint of your choice to launch it.
To dump the hs.app, on decrypt9 -> emuand option -> Dump Health & Safety -> choose a name (hs.app for example) -> you will find the hs.app file on the root of the sd card.

Sorry i'm still confused. So i already downloaded the Decrypt9 and put it in the root of my sd card. Now I'm struggling how to launch the homebrew app. I already downloaded the starter kit and put it in the root too. I'm following the steps in this video : .

So after i prepared the files for my sd card. i started the sysnand and scan the qr code. but nothing happened when i get to the browser. Is there anything wrong or anything i missed ? :(

OLD 3DS? If it's the case, you have to zoom in the web browser, and touch the slider (and pray, because sliderhax is very unstable). Don't forget to clear the cookies!

So i already zoom and touch the slider. BUT instead of entering the homebrew , it gets me to the emunand. is there anything wong with my settings?
 
THANKYOU VERY MUCH NOW I FINALLY INSTALLED THE FBI ON MY HS!! Now the only problem is my rxtools doesn't boot automatically like it used to. Is there any way to fix it?

Replace the homebrew launcher boot.3dsx by the rxtool .3dsx (like before)

Or you can jump to an other cfw :-p

so i just rename the boot.3dsx to rxtool.3dsx?
nope! Download rxtool.
Put the rxTools.3dsx (located inside the ninjhax/rxTool/ folder) on the root of the sd card, and rename it to "boot.3dsx"
(with this method, you can't access the homebrew launcher anymore)
