ROM Hack Edit rom as a Patch

Is there a way to turn a modded file into a patch and use that as a way to mod cartridge and digital titles? If so, how would I go about it? Would be great if I could be pointed in the right direction, Have been searching all night, thanks!

Something Ive been having trouble with, Figure you might possibly know what im doing wrong, Im trying to dump Fire Emblem Fates Special Edition (Aus copy), Continuously getting a yellow screen with braindump, any ideas?

Im on 9.2 Sysnand and 11.0 emunand if that helps anything.
