Without the SD in, it just immediately shuts off. It's bricked.are you sure the 3ds actually turns on and stays on?
Also did yiz try another sd card maybe the one you are using is faulty.

I still would try another sd card just to be sure. It could be that he finds the bin but cant fully read it fully. Sure the chances that that is the case are slime but still possible.If your light turns off right after you turn it on it means it was successful but I think op is stuck with a blue light ON which means Brick sadly. However a NAND backup isn't hard if your ok at soldering, and also I know this is probably not gonna work but mayybee you never know
1.place decrypt9.bin in luma/payloads and rename whatever you want like down_decrypt9
2. Try booting while Holding down and maybe you can get decrypt 9 to boot if you do well problem solved, if not then hardmod is required
