Well with no-ip you have to renew your domain every thirty days and they nag you about premium everytime.
FreeDNS is just that, free. And you can get cool domains like... wiiuhax.crabdance.com.

I have no clue about hosting exploits through Android, I've seen some threads about it. I'd just download the package on my webserver, and then host it using a tutorial you can dig up somewhere around here.
