My 3DS is currently 10.3 and i'm considering setting up emuNAND and CFW. I was recommended to use Phailect's guide.

Is that the best guide or there is one that is better or more informative?

Also while i've heard is safe to do this, i want to know if there is some risk of bricking the sysNAND.

AFAIK that guide is about OTP dumping.

There is always a risk of bricking when downgrading when using software because none of it is 100% failsafe. However, you can increase your success rate by following everything very carefully and using the correct files. There are simpler downgrade guides here, but I recommend using the latest SysUpdater that recently came out with the new exploit implemented. People seem to having a lot of success with that.

  2. Follow this guide to downgrade to 9.2 through menuhax. Alternatively, you can use SafeSysUpdater.
  3. If you're on O3DS, it is recommended you follow this guide to setup rxTools CFW after you're on 9.2.
If you want to get your OTP and use AL9H instead, that's something you can do at a later date after you've learned how things like CFW and emuNAND work, and it's likely unnecessary for your needs.

I already have menuhax on my 3DS.

Well for me is great! But I have heard that AuReiNand is great for starters...
So i don't know, It's your decision.

It's very popular and is arguably the most user-friendly with regard to natively including the most features. If you want to use a different CFW, you're free to do so.

I think i'll keep with rxtools...just i hope i'm doing the right choice.

It's very easy to switch between custom firmwares if you end up wanting to use something else. They all use the same emuNAND.
Whenever I setup someone's 3DS, I set them up with rxTools emuNAND, and they've all been happy. Personally, I bounce around between rxTools emuNAND and Gateway emuNAND, depending on what I want to do.
