Hacking Switching Regions

Some System Titles are missing, like 3DS Sound. I reformatted the system, and now it crashes on Internet Settings and bootloops back to the "New Nintendo 3DS XL splash screen" and back to the 3D Depth settings.

Did you just install an out of region firmware pack, or did you obtain a secureinfo_a from an out of region console, and follow the guide linked above?

I installed a Japanese CIA pack over US emunand, and I injected the JP SecureInfo_A into it. I couldn't use the guide you posted since it doesn't cover New 3DS.
It's a spare Card anyway, I can make a new US emunand then look for another guide.
