Can't you easily do it by changing your language in the system settings ?

Dump the CXI/APP, decrypt it, extract it, extract the RomFS, edit what you want, rebuild the RomFS, rebuild the CXI/APP

Not if your console doesn't have language options. Japanese 3DSs only have japanese.
