How can I boot to MenuHax? Whenever I turn on 3DS I hold "L" and leads me straight to Homebrew Channel. I want to boot to Menuhax for downgrade.

Menuhax is the "method" to boot to Homebrew Launcher. The end goal is boot into Homebrew Launcher.

In your case Menuhax happened when you hold L.

Mean no offense, but are you sure you know what you're doing? At the moment, there is huge risk of not be able to downgrade any more. so ask questions to make sure you don't have any questions left before you proceed with the downgrade process.

Menuhax is an entry point to Homebrew launcher, so you are doing the right thing. -ninja'd

Allright and is the "SafeSysUpdater.3dsx" the only file I have to put in '3ds' folder? or Is there more? (I already put the CIA downgrade files.)

Also is it normal that it keeps giving me blacks screens pink pixel in the corner with countless attempts of downgrading?

Honestly kind of confused. I'm following this video:
in 2:18 he has the "MenuHax loader" screen and I never got to that even though I've installed Menuhax.
Also which files 'SafeSysUpdater' file do I put? There's 2 that they're providing in this site, one ends with .CIA.

If .smdh and .3dsx fileextensions are in the folder those You have to put in your 3ds .cia wont work

You don't want the CIA version, that's for use with CFW. Grab the 3dsx version and put the SafeSysUpdater.3dsx file in a folder called "SafeSysUpdater" (no quotes), and place that folder in your SD Card's "3ds" folder. The path should be "sd:/3ds/SafeSysUpdater/SafeSysUpdater.3dsx". Make sure you have the updates CIAs for your system in the "updates" folder in the SD Card root. Then, run SafeSysUpdater. I recommend running the MD5 check first, then actually downgrading. Then, it's just a matter of praying to your gods of choice (God, Zeus, Smealum, etc) that they don't give you a fancy new paperweight.

It's a success!!
Final step I want to do: Download 3DS games to put into my 3DS. How would I do that?

Well, congrats on not getting bricked! To install games, you need to find a CIA for the game you want (that iso site will likely have it), set up a CFW (Cakes, rxTools, Pasta etc) and use a CIA installer like FBI or BigBlueMenu to install it.

So first I must install CFW? (Cakes, rxTools, Pasta etc) 2nd I need CIA installer.
Is there a tutorial site about this or preferable a youtube vid?

When i click on Y, i see a straange red thing in the bottom left of my console, then i reboot everything is normal and i still in 10.3?
Is this a normal freeze?

Successfully downgraded to 9.2 and successfully installed rxtools.
My 'L + power' doesn't boot up to homebrew channel anymore, help? Should I reinstall homebrew + menuhax all over again?

Yes, you have to update the payload in order for menuhax to work on 9.2.

Will it be the same homebrew files + menu hax files? Or different for 9.2?

Just uninstall it by changing your theme to a colored one (red/black etc) then change it back to default theme again. Then install it again using HBL. You have other ways to enter homebrew launcher except for menuhax?
