Hacking 003-0399 Error on N3ds 10.2-0.28J

I'm trying to fix the error 003-0399 on my new 3ds with the firmware 10.2.0.28J. The game in question is animal crossing new leaf. I know of downgrading to 9.2 and install the config.cia but that is currently not an option for me. Is there a Hans/ninjahax method to fix the error?

If I have to wait then I shall. I have an old 3ds that I have downgraded but I accidently opened the FBI in sysnand and now I can't insall cias or get the emunand to run. Until I fix this, I would rather not compromise 2 3ds.

How does opening FBI in sysnand compromises anything in emunand?

I don't really know, I just know that when I installed FBI, opened the gift in sysnand, and tried to complete the emunand setup using emunand9; I can no longer keep the cia installed. The 2 games on the system no longer show up and the FBI loads for a sec and then the icon disappears every time I restart the system. I am assuming this is a faulty install but upon uninstalling and reinstalling the same thing happens.

At this point I'm thinking if injecting the sysnand back into my console and start from scratch. I would rather not do that though and first try fixing the install problem.
