Homebrew System Settings no longer works after downgrade to 9.2

I was on 9.9-25U (I think it was 25. I can't remember) before the downgrade, and after a successful downgrade to 9.2-20U the System Settings app no longer works.
It just loads forever, stuck on the "Nintendo 3DS" screen with the red 'waves'.

Any ideas?

I've tried what you suggested, but I can't seem to install the clean System Settings CIA due to this error.

Perhaps the CIA is invalid, and that's why it didn't install during the downgrade process? I don't know where else to get a 9.2 System Settings CIA besides that thread on that ISO site.

did you use thier "9.2(Full)" Update pack?

sounds like you have a SoftBrick. try re-updating to 10.3 in SafeMode Redowngrade and try again. but just be wary if you've had a Softbrick wait on JustPingo's downgrader to be ready.

What the fuck are you talking about? I'm not softbricked. My system works completely fine. The only thing that doesn't work is the System Settings.

Did you tried to install to NAND ?

What the fuck are you talking about? I'm not softbricked. My system works completely fine. The only thing that doesn't work is the System Settings.
the System settings didn't Downgrade properly. the term Applies towards the multiple forms (aka like what happens on a 2DS using o3DS getting the required step to test the 3D slider.) being unable to use any of the System titles (Ex Settings .. ) or any non functioning aspect of the FW.

only other thing comes to mind your SD Card's Hosed. try a different one to install the CIA from . outside that no Idea Why you cannot launch system Settings.

No it's not. Technically it's a install in which the System Settings aren't working. A softbrick is the term used to describe a system which cannot turn on properly, but can be recovered by another means.
For all intents and purposes, he needs to recover the same way someone does from a softbrick though.
His system settings app is busted, means that the downgrade failed to install some files.
It's possible that it didn't install other files that aren't obvious as well, which could cause issues down the line.
Better to start over and try again.

You did install the .cia to the NAND and not the SD card, right?

His system settings app is busted, means that the downgrade failed to install some files.
It's possible that it didn't install other files that aren't obvious as well, which could cause issues down the line.
Better to start over and try again.
Would that be the best course of action? I'm sure there's a way for me to patch the one CIA that's broken rather than install the newest firmware and downgrade again.

I don't know that it is the absolute best course of action, personally I would just wait until Pingo's KTM comes out and re-downgrade then.

I'm pretty sure that error is because a higher version of that system app is already installed and you're trying to install a lower version.
Uninstall the lower version first then try to install it again.

If the .cia was invalid you'd have gotten a much different error.

This fixed my problem.

For those who may be facing the same problem, you have to delete the existing System Settings title on the NAND first. To do so, open FBI and switch to Delete Title mode with Destination: NAND.

Look for the System Settings ID, and make sure you look for the title that matches EXACTLY this:
Title ID: 0x0004001000021000
Unique ID: 0x00021000
Product Code: CTR-N-HASE

After that is uninstalled, reinstall a new System Settings CIA.
