Hacking I need help with installing CIA files

ok so I have Rxtools my sysNand is on 9.2.0-20U and my emuNand is on 10.3.0.28U

when I try using FBI to install a .cia it just gives me an install error right away, I don't know if I'm doing something wrong or what I know my 3ds boots to RX because in the settings my firmware is RX 10.3, help.
