Well, thank you for this, I'm gonna update my New 3DS :)
One question, it doesn't matter if it's a french 3DS ?
Another one, with this method, can I keep menuhax on my 3DS without using the browser ?

You can keep Menuhax without the browser. Menuhax is AWESOME, as it loads the HBL if you hold the L button while booting up the 3ds. But the most awesome thing, YOU GET IRONHAX.

Ironhax is when you load the HBL from a game called as Ironfall Invasion. It's installed via another hax method, and it was patched in the latest version of Ironfall. But Using browserhax 10.3, you can install Menuhax 10.3, thru which you can access eShop Old version download to download Ironfall 1.0, which supports Ironhax. If you have Ironhax, you can almost have Homebrew access forever.

I recommend you to install Ironhax too,cuz Menuhax may most probably get patched in the next system update. If you have Ironhax, you just need to update the payload for the next System version, and poof, you have ironhax for the next system version. So you will have Homebrew access forever, becuase Nintendo just can't patch hax realted to games. That is why Browserhax, spiderhax, menuhax, memchunkhax has been patched many times, but ninjhax, oot3dshax and ironhax isn't patched until now.

I tought Browserhax works on all firmwaes not only the latest?
It might get patched in 10.4, so you won't be able to use browserhax after you update. And if you dont want to update, and use browserhax from 10.3, you can't because without updating you won't be able to use the web browser.

This time around we know about the nag, so it's possible to take the necessary precautions prior to a new update coming out to block the nag and continue using the browser on 10.3

Ironfall Invasion is free to download, so dont worry bout that.
Well, so I can use OOT to use the hax ?.
You have OOT? Then you might wanna install OOThax. Also, Download the latest starter kit. It has all: Menuhax Installer 2.1, Ironhax installer, and OOThax install. You are gonna require internet for all of em tho.
EDIT: The OOThax payload is actually a haxked save, which replaces your current OOT save, so you will not be able to play OOT if you install OOThax.

But wasnt there a way to go around that. I mean not being on the latest firmware and using browserhax?

Who knows what is gonna happen on the next firmware version? Maybe that way to get around won't exist? I always be on a safer side, and i have ironhax.

Dude you dont get what Im trying to say here, lets say I buy a N3DS and dont want to update it to 10.3 could I use browserhax on lower firmwares or is it 10.3 exclusive?

Meh, IronFall takes too many precious SD card blocks (btw 1 block === 1 mebibit === 0.125 mebibytes === 128 kibibytes)

Well, I don't really care about this, I just need enough to put my pokemon so that's enough :)
