did you boot into sysnand through rxTools? If so, it should've fixed the apps.

What do you mean by restart?

There's your problem. Don't install the apps to the NAND. Install them to the SD Card instead. Then DON'T RESTART BY PRESSING THE POWER BUTTON!! Simply go to the rxtools menu and select rxMode in SysNAND.

For the database error, insert your SD card into the PC and go to the "Nintendo 3DS/Random Numbers/Random Numbers/dbs" folder. Replace "title.db" and import.db" with fresh, 0kb versions. Like this:

Then on your 3DS, go to System Settings -> Data Management -> Nintendo 3DS -> Software. Now you will be prompted to reset the databases. Just click reset and try the FBI install process again.

Open it through rxtools sysnand. I'm pretty sure you understand this by now.
