Homebrew regionFOUR - Is it able to host local multiplayer games?

For example, Mario Kart 7. I might end up buying an American copy of Mario Kart 7 so that me and my bud can play it in class, but I want to know if I, using regionFOUR am able to host wireless local games through Download Play.

Local Multiplayer works fine over regionfour, but I was unable to get Taiko no Tatsujin's download play to operate while running it under regionfour on a US n3dsxl. It threw an error message when trying to open the download play screen, while it didn't throw anything when running on my jpn region n3ds.

On top of this, download play is region locked along with the games, so I wouldn't expect it to work even if it did open. Even though the game is running under regionfour, it's most likely going to continue sending out a download copy of whatever in the region the game is from instead of the region the 3ds running the game is from.

My 3DS is European and the cartridge is American. My bud's console is American. If I run MK7 under regionFOUR, Download Play should work as it sends out an American version out, right?

Just tested my US Mario Kart 7 in my jpn n3ds using regionfour. Attempting to create a room threw an "A communication error has occurred" message. Doesn't look like this will work for you. Maybe r5 will work when it's released?

I get the exact same thing, just tested it as well. God damn it, I really wanted to play MK7 in class. :(

If you really want to play, both of you can use carts for your region. That should work just fine. Other than that, you're out of luck for now.
 
Remember, it won't change the region of the game. If it's a NA game with download play restricted to NA 3DSs, then the download play will only work with NA 3DSs. Unless someone makes a regionfree mod for Download Play, or the game itself is patched.

What if you start the room? Then what?
If I start the room, it gives me an error message saying "A communication error has occurred." It doesn't actually start. This is taking into consideration that I am loading an American MK7 cartridge on an European New Nintendo 3DS under regionFOUR. dont wanna confuse no nobody
