Why would you want to?.
Doing so would prevent further access to Gateway or Custom Firmware as 9.5 won't support it.

Edit: Depending on your SysNAND version you may be able to do it, but without a hardmod it would be very risky.

Can I flash my 9.5 N3DS emunand to my sysnand?
Simple Answer: Yes, possible but if emuNAND is 9.3 or above it won't be exploitable anymore. Do only if you got hardmod and a NAND backup (preferably 9.2 or below) just to be safe.

Detailed Answer: Note that emuNAND is the 'exact' copy of your console's sysNAND (when you first create it). It is not 'patched' but rather been patched by Launcher.dat during boot to emuNAND. That means you can write your emuNAND back to sysNAND BUT there will be no 'patches' and IF it is 9.3 or above it won't be exploitable anymore. For example, 9.5 that you going to flash will not be exploitable anymore.

Simple answer is no....

9.5 had different native firm so it won't launch.

Edit: You can downgrade emunand to 9.x (x being what ever your system nand is when you made emunand) and then flash that to system nand and run sysupdater to 9.5

Have you tested it already? (assuming you have hardmodded console). OP asked whether it is possible to flash which I think is possible using GW launcher menu.

No he's right, the gateway (and any other cia with firmlaunch) block the native_firm update, so flashing an updated emunand will brick the console.

Ah, that explains it. But I was curious whether flashing the emuNAND.bin through GW launcher is possible as that is done at arm 9 level (eg. MSET exploit) with no patches applied until you boot into GW mode.
