Did you downloaded the testers buid from github? the one from the OP is outdated.

Yes, is just that it does! If you want to have enabled Region Free, just push UP+R.

So, as you may know or don't know, @suloku created a mod of The Homebrew Launcher with a lot of improvements. For its latest version you can create custom color schemes. All the themes are being stored in one nice XML file, so I think the best way to share them would be through copy-pasting. Like this:

This is the default color scheme. Then it can be pasted into the /3ds/themes.xml file between <theme3></theme3> and counting.
